Ok so I usually blend Prismacolors like this: take the darkest color you're using and color in whatever part you need to (I prefer to start with the darks then move gradually to the lights, but you can do it either way), then continue to color with that color lightly, as if to buff out the harsh lines. Then add the next lightest color where the last color has been buffed. Blend with the lighter color, and so on. Usually I blend w/ the lightest color in that particular set of colors. Sorry if this doesn't make any sense but I don't really know how to explain it without a visual.
I was working with a smaller Prismacolor set to make that drawing so the colors aren't ideal, but I always look for pink/peachy/light beige/ivory tones for lighter skin like Troye's. Avoid yellows. :)
