They actually aren't extremely rare. They just don't make as many because there's not a high demand. You could probably ask for one during an exchange at the bank. If you live in a more urban area you probably have a good chance of getting one. (My aunt used to send me them, I got suspicious after steadily getting them for an extended period of time. It may just be because she works at the bank, but I think they're still printed.)
