I strongly believe that Apollo would wear this to Gathering, a religious event I created for the serpentine. The General's daughter would be treated almost like that of a princess, hence all the jewelry. I also think that it would be held in a secret place underground, and that the Leader would call each member by name, the member would kneel infront of the leader, he'd anoint their head with oil, and have them drink Great Devourer venom out of a chalice of some sort.
