Katniss and Rue designed a plan to run the Careers' supplies. They developed the mocking jay whistle to tell the other that they were alive. When Katniss ruined the supplies, she whistled to tell Rue she was okay. When Rue didn't whistle back, Katniss got really worried. When she found that Rue hadn't finished her part of the plan, Katniss started running. She heard Rue screaming for help. She found rue in the middle of a meadow- caught in a net trap set by the careers. She got a Rue out, and then Marvel showed and and threw a spear at them. Katniss shot him. She turned around, and realized Rue had been stabbed, and was dying. She stayed with her the whole time, and sang the meadow song at Rue's request. Then Katniss showered her with flowers. Afterwards, she turned to the camera and did the three fingered salute, telling Rue's district,11, that she was sorry. This instigated the rebellion in district 11.
